下記の github にあります。
下記のように、IBM 45nm で実装されていたようですが、Samsung 7nm だと、面積では1/17 以下ですね。ざっくり16コアはいけそう? Cacheもあるから、そんなに簡単じゃないか。。。
この資料にあった、Blue Gene/Q の die shot を説明のために引用します。18コアですね。となると、7nm だと、どうなっちゃうんですかね。

コアだけなので、コンピュータは作れませんが、勉強のためにはいいかもしれません。
